40,842 Complaints Filed at CIAA in One Year: Most Corruption Complaints Against Madhesh Province and Kathmandu Metropolitan City
In fiscal year 2082/83, a total of 40,842 complaints were registered at the Commission for the Investigation of Abuse of Authority (CIAA). Complaints related to local levels were the highest at 49.03 percent, with Madhesh Province topping the provincial list and Kathmandu Metropolitan City leading among local units.
Kathmandu. In fiscal year 2082/83, a total of 40,842 complaints were registered at the Commission for the Investigation of Abuse of Authority (CIAA). The commission shared this information during a press conference held in Kathmandu on Thursday.
According to commission spokesperson and information officer Suresh Neupane, of these, 33,519 complaints were newly registered at the central office and subordinate offices. 7,323 complaints were carried over from the previous fiscal year 2081/82.
Of the total 40,842 complaints, 32,823 (80.37 percent) were resolved through screening and preliminary investigation. Neupane said that of the 24,097 complaints at the central office in Tangal, 20,385 (84.60 percent) were resolved, and of the 16,745 complaints at subordinate offices, 12,438 (74.28 percent) were resolved.
The remaining 8,019 complaints yet to be resolved have been transferred as responsibility for fiscal year 2083/84.
Neupane said that most complaints were registered through the website, while complaints were also received via email, written applications, post, telephone, social media, and 'Hello Sarkar', among other channels.
Nearly half of complaints related to local levels, lowest in provinces
Analyzing the total complaints registered in fiscal year 2082/83 by level, the highest number of complaints was found against irregularities in local levels. Complaints related to local levels were the highest at 20,025, or 49.03 percent of the total.
Similarly, complaints related to the federal government were 15,512 (37.98 percent), while complaints related to provincial governments were the lowest at 5,305 (12.99 percent). This confirms the fact that citizens are more dissatisfied with the performance of local governments and have filed more complaints.
Highest complaints in federal ministries related to Land Management and General Administration
Of the 15,512 complaints registered under the federal government, the highest number in the list of 10 ministries was related to the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, according to spokesperson Neupane. It had 3,036 complaints (19.57 percent).

- Ministry of Agriculture, Forests and Environment: 548

Neupane said that 3,781 complaints (24.38 percent) were filed in other federal ministries and bodies besides these 10 ministries.
Madhesh tops provinces, Kathmandu and Pokhara metropolitan cities top local levels
Of the total 5,305 complaints under provincial governments, the highest was in Madhesh Province with 1,475 (27.8 percent), and the lowest was in Gandaki Province with 407 (7.67 percent).
In Koshi, Bagmati, Gandaki, Lumbini, Karnali, and Sudurpashchim provinces, complaints related to the forest and environment sector were high, while in Madhesh Province, complaints related to the physical infrastructure and transport sector were the highest.
Among the total 20,025 complaints at local levels, local units in Madhesh Province had the highest with 7,370 (36.80 percent).

- Pacharauta Municipality (Bara)
Among the top 10 local levels, 8 are in Madhesh Province.
Widespread complaints in federal affairs and education
Looking at the subject-wise basis, more than one-third of the total complaints, i.e., 14,439 (35.35 percent), were related to the federal affairs sector (including local levels), according to spokesperson Neupane.
